Why are hip hop and r&b radio stations playings songs opposite of hip hop and r&b?

I moved to Hawaii and the radio stations here suck, there hip hop and r&b stations are playing Miley Cyrus, katey perry, pink, annoying rihannah songs and even worse people that rant even in that genera of music, and there playing there same songs over and over!I used to think it was cuz people thought they were good but I realized that was impossible. Are they really low budget or something? Do you know why?
