Headstone Disagreement?

My mother passed 5 years ago and still does not have a headstone. My aunt and grandmother have tried to place a headstone down last year but my father stopped it before they could get the headstone down because he owns the lot. My father is not following through with what he said he would do. What legally can we do if he continues to not put a headstone down on my mother's grave?
